Staff Wants To Foreclose On Homes; City Council Says ‘No’

The City Council unanimously rejected a scheme proposed by City staff to place a lien on Beverly Hills homes and properties for delinquent sewage, water and storm water services and penalties. The lien would allow the City to foreclose on property owners who fail to pay their bills.
