People with strollers, children and dogs are discouraged from attending the Carnaval, Duran said, predicting they would find being in a confined space with 400,000 people "a nightmare."

The Carnaval is "an adult event," he said, and "there are things that are going to happen on Santa Monica Boulevard you really don't want your children to see."

To make way for the Carnaval, some West Hollywood streets will be closed for most of the day, meaning motorists should steer clear. All of the streets will reopen at 6 a.m. Tuesday.

-- San Vicente Boulevard between Melrose Avenue and Santa Monica will be closed all day today.

-- Santa Monica between Doheny Drive and La Cienega Boulevard, including all side streets, will be closed at noon.

-- Robertson Boulevard between Melrose and Santa Monica will close at noon.

-- San Vicente between Cynthia Street and Santa Monica will close at noon.

-- The La Peer Drive eastbound turn lane onto Santa Monica will close at noon.

-- Almont Drive and La Peer Drive will be closed from Santa Monica to Melrose at noon.

-- Santa Monica between La Cienega Boulevard and Holloway Drive/Croft Avenue will close at 4 p.m.

-- La Cienega between Sunset Boulevard and Santa Monica will close at 4 p.m.

-- The Sunset east and westbound turn lanes onto La Cienega will close at 4 p.m.

Duran suggested that West Hollywood residents take a half-day off from work to get home early "and secure yourself because at some point, it's just going to become impassable."

Duran advised people coming to the Carnaval to carpool, "come really early" and secure a parking space.

"Every year people tell me they park as far away as two miles," Duran said.

West Hollywood will suspend permit parking restrictions from 5 p.m. to 6 a.m. Monday. Parking meters will be enforced. All parking restrictions must be observed in neighboring Beverly Hills and Los Angeles.

Parking options include the Pacific Design Center, where the cost will be $20, or various West Hollywood city-operated structures and lots, where the charge will be $15.

Special CityLine shuttle bus service will be operated between 5:30 p.m. and 12:30 a.m. The route will operate along Santa Monica Boulevard between La Cienega Boulevard and Fuller Avenue.

There will also be a loop route from La Cienega Boulevard and Holloway Drive to Sunset Boulevard beginning at 9 p.m. That service will be free.
