From a missing contract with a consultant to a systemic pattern of change orders that resulted in millions of dollars of cost escalations without a competitive bid process, Tuesday night’s presentation and acceptance of the 2015-16 Measure E Performance Audit seemed rife with problems. Still, that didn’t prevent Board of Education President Mel Spitz from attempting to put a honky-dory spin on the 32-page presentation prepared by Moss Adams LLP.
