The City Council recognized El Rodeo sixth-grader James Kamara on Tuesday with a proclamation and check for $100 from the Human Relations Commission. James was the first-place winner of the Bullying Prevention Video contest after producing a video featuring a boy who makes fun of another boy who has fallen down. A girl helps the fallen boy off the ground and tells her peer that it is never okay to be a bully and that he should have helped his friend instead.
