City Physicians Battle Massive New City Tax

Beverly Hills City staff believe they have found a way to circumvent the California constitutional requirement that voters approve all tax increases. Without seeking voter approval, or even a city council resolution, the City’s Assistant Director of Administrative Services, Noel Marquis, simply added about $12 million to a city tax bill (up from about $6,000) then had city attorney Larry Wiener file a lawsuit to collect the millions. The lawsuit was filed before the taxpayer, Specialty Surgical Center on Wilshire Boulevard, could appeal to the city council.
